2026 Kwaebibirem Citizen Intelligence Report

This report provides an independent assessment of the Kwaebibirem Municipal Assembly’s 2026 Budget, benchmarked against the DACF 2025 Guidelines and the Assembly’s 2026–2029 Composite Budget. Through a data-driven analysis of the GHS 40.1 million project portfolio, it evaluates compliance, sectoral priorities, zonal equity, and strategic gaps. The report is designed to support transparency, accountability, and informed decision-making by government officials, civil society organisations, development partners, the media, and citizens.

These leakages weaken revenue mobilisation, undermine policy credibility, and threaten long-term growth. The laws and data already exist—the missing ingredient is the political will to act before these leakages undermine the recovery.
